Boomers and IRA ownership -- Is new legislation needed?

Individual Retirement Accounts came to fruition during the height of baby boomer accumulation. But as Morningstar CEO Don Phillips mentioned in last month's issue, the current downturn and public anger with the securities industry makes retirement planning and saving that much more difficult. Is new legislation needed to restore confidence and encourage continued saving for subsequent generations?
